The curators of the sub-theme Squat, Rainer Hehl and Jörg Stollmann, initiated a joint forces project of the Technical University Berlin and the Addis Ababa University to study the squatter settlement of Kotebe Hana Mariam and propose a development strategy to transform the neighborhood into an integral part of the urban fabric. Kotebe Hana Mariam comprises an estimated number of 10.000 settlers of which the majority does not have tenure security. The self-organizing forces and knowledge of the inhabitants shall be fostered in order to support a sustainable development at the fringes of the city in coordination with the local administration.
How can the stakeholders of a future neighborhood community be identified and empowered? What are the inhabitants’ visions for their future community? How far are the inhabitants willing to contribute by transferring squatted land to common use? How far are their willing to contribute money and workforce? How can private public partnerships be initiated? How can illegal speculation with squatted land be prohibited? How can the demands of the city administration in terms of sustainable development and planning be met?
Three workshops took place between May 22th and 29th in Addis Ababa: a workshop at the Addis Ababa University, a workshop with inhabitants of Kotebe Hana Mariam and a workshop at the local neighborhood administration (Kebele) with officials, local researchers and professionals, representatives of community based organizations and inhabitants.
The workshop results will be implemented in the development of the final product, a guidebook, which will be handed over to inhabitants and officials.
